using piles of dog shit as "flagstands"--for little flags with George Dubya's face on them. Check it out:

Well.... I suppose that if there are ordinances against littering or ordinances requiring dog owners to pick up after their pets, those might apply. In the U.S., such a prosecution might be blocked on first amendment grounds--marking out piles of puppy poop as George W. Bush Memorial Dog Turds are (IMHO, but y'all know how I feel about Bush...) pretty eloquent pieces of symbolic speech.

And given that these are German cops, for all we know they want to catch this guy/girl(s) in the act in order to give him/her a medal or letter of commendation or something.

I realize that, strictly speaking, in order for these to be George W. Bush Memorial Dog Turds, Bush would have to kick the bucket, shuffle off this mortal coil, run down the curtain and join the bleedin' choir invisibule, which he hasn't yet. But I can't think of another suitable term, so that'll just have to do.
